I happen to stumble upon the following link and was encourged after reading through a few pages about the State of Michigan and the resources we can and should take advantage of, namely the highest intellectual property for R&D nationwide . The document is 114 pages so I'm not recommending you read cover to cover, just bringing awareness to some of the positive outlooks we can hope for.
